But, as a Marine, that soldier's salute is WAY too high...
The tip of his forefinger should be right at the edge of his eyebrow, not with the tip of his thumb pressing against the base of his ear...

He is a USMC Officer and he is dress uniform. He is also saluting a civilian, which the Marines do not do. The poor guy is also crying meaning his mate was KIA. This is sad piece of art, but it conveys strong emotions for those who server and lost those who served.
