I think it is the top that is penetrating. Haku's gender is not visible so tagging is good as is. I will however add the genital slit tag for the top's genitalia.

I think I may have figured it out, but I may be wrong. It looks like the Rathalos is fucking Haku's anus, but the dick seems to be hidden because of the angle. It is also possible that Haku is also fucking the Rathalos, because the dick would be directly under him, but that's all just speculation and I can't really confirm nor deny it, especially with the lack of cum coming from Haku's supposed dick.
