The background may be a stylistic choice, but the gradients on the character are probably artifacts of the software Brolaren uses. Really hard to break up gradient stepping, especially in animation. Every few minutes of extra work is multiplied per frame, so getting things looking "good but not perfect" is usually the goal.

This is a GIF. This file format is 34 years old, and allows a maximum of 256 colors with poor image compression. The only way to reduce the filesize is to reduce the number of colors.

I don't think the gradient banding you're noticing is a style choice.
