They're shapeshifters. That mostly they've been shown to shift into anthro or humanoid forms doesn't mean that modifying their normal appearance is out of the question.

I know Tom identified Nora's form as being a Hydra, but when I see three heads on a dragon, I can not help but to see it as Ghidorah. With that thought in mind, I wonder if the left head (viewer's right) is a bit derpy like "Kevin"? ;-)

I saw three heads and just immediately assumed it was a Ghidorah reference.

So, if this were in a modern setting and Trace were so inclined, would this be one sexual harassment report to HR, or three?
