If the old one was deleted in error, the deletion should be appealed so it can be restored as appropriate. A previously deleted image will just be deleted again, and the uploader given a record since they're trying to upload the same image multiple times.

The main purpose of this website is to index and archive content and this is why visual quality is one of the main things we focus on heavily (e621:image_quality), not to be community site or site hosting edits. This is why with edited content, we do still accept them, but there are more limits in place and they have seperate section in uploading guidelines.
Recently there has been bigger enforcement on gender combination edits, where people take male and female variants of a single post and combine them together to generate andromorph/gynomorph posts, as these are extremely low effort material, mind you that many artists are taking these down almost immidiately and going DNP because of them.

We have 34650 posts tagged with censored. If we simply allowed anyone to upload edits generated by AI software, they could super easily automate this process and just upload everything uncensored starting from oldest post. We have had people in past who have tried their all to just get their upload count as high as possible, no matter the cost. More common AI edit is upscales using software like waifu2x, which is even more problematic, because that requires even less attention and can be done to literally all posts and even though with many posts it does make the images look more pleasing with higher resolution displays (really great tool for upscaling content for desktop background for example), it's still subjective look on the material and actual detail of the material is basically destroyed.
People who are less tech savy or aware of these things have flagged original content for deletion over the edited version, which is really bad, because with edits, no matter how great, some of the original detail is lost for good (e.g. in here, pixels around the original censorbars are also altered and cannot be restored, in case someone wants to make better edit in future).

To put it simply, our focus is to keep the original material, so that it's easy for people to do edits themselves if they so desire and edits we want to host are the kind which require more than simply using cut-paste tool or click of a single button on random website. For this reason, manual decensor edits are usually not only of higher quality, but also require more time to do and cannot be reproduced or maybe even improved that much compared to AI edits.

Also people are still free to do AI edits, but instead of uploading, use third party hosts and link them in comments or share them on discord server instead.
