It can mean dominance, it depends on the situation. For instance, when in heat, or simply when very horny, female dogs have been known to hump other dogs/humans/objects and grind their genitals into them (sometimes to the point of orgasm).

Dog humping is not ALWAYS dominance, to think that is try and downplay their actions related to something humans think of as "special."
