Kind of looks like she’s wearing a shirt, but the main picture references them being quite young when it was painted so it probably Is half way between feral and anthro.

She's not that young here. Rose was already a young adult when she met Saria. There's nothing feral about her appearance here. Tom just didn't put as much detail into this pic as usual since it was meant to be a small part of the larger main picture.
