No it's 16. I think lvl 18 is a joke where it's the age than the level. Seeing as 18 is a doable age.

But 16 is legal though, I would have thought it a better, more obvious joke.

if the pattern continues fenniken will evolve at level 14,
OR it will be 18 for fenniken 14 for chespin and 16 for froakie
