Eevee's can only evolve via the use of elemental stones. I honestly forgot what their called but thats whats being pulled out of the bag. I guess the eevee wants to remain a regular eevee and not a vaporion.

The Eevee's Trainer pulled a Water Stone from the bag, which is an item that can transform an Eevee into a Vaporeon. Not too long ago, there was briefly a trending meme where somebody did the math and figured out that Vaporeons are excellent sexual partners for humans. You can connect the dots from there i'm sure
