    In Japan, it's illegal to post uncensored genitals. But it's technically not illegal to post barely censored genitals.

    idk how EXACTLY it started but as stated above, there is some really strict censorship rules when it comes to adult material in Japan, or at least the punishment is extremly severe. Someone started to fight it with this kind of censorship because of how the law was worded.
    Since this was enough to avoid punishment, despite not actually preventing the showing of genitals it became a commonly used way and prefered over the mosaic effect.
    by now, while the laws are still there, and this is still a lawful way to do it, I guess it is like a meme.

    It's technically our fault (US), because we imposed censorship laws on japan in the 1940s. It was mainly for propaganda purposes but for some reason they kept censoring porn after we abolished the policy from occupation. ^This is the end result of decades of arguing over "what is the proper level of censoring?".

    Who gets punished for not censoring?
    Almost no one. There's only been a couple people that I know of in the last 20 years. Selling physical magazines might get you in trouble, but posting uncensored art on a non-japanese hosted website(including twitter) won't. Apparently most japanese artists don't know this.

    The law is retarded why haven't they gotten rid of it yet?
    The only thing I've heard is political officials in japan basically saying "ask the US they put the law there in the first place".
    A few thousand artists getting together and selling uncensored stuff in protest could probably get the law overturned, but I'm guessing their culture is too conformist to even care.

    tl;dr if you see a japanese artist posting on fa tell them they don't need to censor it because it's hosted on an american website.
