When I try to look it up in the dictionary, I get:

"A type of bra used by girls, usually teenage girls when their busts are still small."

Wikipedia gives a better description, but is marked as unsourced:

"Training bras often provide minimal or no support, and may serve aesthetic purposes to fulfill cultural norms and local beauty standards."

So what I go on: a training bra is a bra without cups, for example one piece of wide fabric going across for coverage, but no support. In the image above, there's a cutout, but that doesn't change anything and it'll still be a training bra.
