They mean that the male character in this is a self insert of the commissioner, not a real developed and interesting character. It's irrelevant if it's hot or not.

The male was given a face. Usually it'd be kept out of frame or featureless so the viewer could insert themselves more easily. Instead it's implied the guy is representing someone specific.
