Sorry, yes, information! The video straight up doesn’t play for me, and displays a play symbol with a line through it. I’m on an iPhone currently, but as I recall, it hasn’t played for me on other devices recently either.

It works fine and seems to not have any problems with file either.
Apple only recently started to support WebM files and it completely broke e621 Apple specific fix that has been in place for years because Apple has been the only one not supporting WebM and it seems their implementation is trash or something that's causing a lot of issues.
Primary issue seems to be of using obsolete VP8 and Vorbis, which all old stuff basically is, but for whatever reason some artists has still used it also in recent years or even with brand new uploads. Checking the file, this is also VP8 and Vorbis, so that confirms this most likely to be Apple specific issue.

I do not own and never will own Apple stuff and I do not endorce ever getting that stuff, so cannot test any further than this.

Also it appears this is the only copy of the animation, this isn't on artists inkbunny or tumblr and FA gallery has been half nuked, most likely because the enforcement of cub pokemon stuff there this year, so I cannot re-transcode this if this was transcoded for example.
