    Fundamentally, it represents an era of American culture where there would be a lot more gay men who were uncomfortable having homosexual interactions with other men, and typically, those interactions had to have some sort of ad hoc rationalization about why you were engaging in some sort of homosexual encounter. An openly gay man might have to provide a closeted gay man with a bullshit rationalization of why they might want to hug, kiss, fondle, or even mutually masturbate. That way the closeted gay man can verbalize how he's totally not gay in order to relieve the cognitive dissonance of not seeing themselves as gay while engaging in some form of gay intercourse.

    Now, America is not the only place in the world that has this kind of weird division. In some cultures, what is defined as 'not gay' can reach totally absurd levels. In places like Greece, Afghanistan, and even parts of the middle-east, you might hear statements like "women are for children, men are for pleasure".

    So, as a joke, you go down the line of excuses: It's not gay if it's just two friends hanging out > It's not gay if we're just having a little fun > It's not gay if you say "no homo" > It's not gay if your balls don't touch > It's not gay if it's Man Love Thursday. The joke is the absurdity of the rationalization.

    It's actually a very old meme from 4chan's /b/ about mmf threeways. Basically, the joke was that if two men are sandwiching a woman and their balls touched, they were officially gay. From there, the meme mutated into the whole "it's not gay as long as the balls don't touch."

    I don't think I agree with that. I've heard about this idea since the 90's. I'm not sure 4chan was noteworthy for such things at the time.

    That's a very thorough and well thought out breakdown of a popular phrase, and based purely on anecdotal evidence I'd say you are correct.
    It's worth noting though that 4chan is a reasonably likely origin for its use in meme format, even if they didn't literally invent the term like Jaq claimed.
