It was forced on them during the US occupation of Japan, after WW2. By Douglas MacArthur in particular, who was in charge of the press office and heavily anti-porn and anti-sex industry.

It is part of the post-war constitution, and pretty much a case of 'no, we won't rewrite the whole constitution just to get rid of this one stupid law.'

So don't blame it on Japan. The artists clearly don't like it, due to everyone doing only the minimal amount of censoring to obey the letter (but not the spirit) of the law. Complaining about it certainly doesn't help. Artists can't do anything about it, except to stop drawing nsfw altogether. Which is usually what happens when they get tired of the complaints.

This, THIS, is how you draw a fucking catgirl, people! It seriously grinds my gears, chafes my taint, and SIZZLES MY SHIT when characters with animal ears and tails also have HUMAN EARS! The only times this is ok is if the animal ears and tail are fake. But, in the cases where they're real, it's just distracting, rage inducing, and flat out unnecessary! Honestly, how is it so many artists and animators can so easily make such a common and egregious MISTAKE?

i never draw the human ears on any characters cuz im too lazy tbh so i always draw the hair extra poofy to use as an excuse when someone complains that theres no ears
