In short summary, Kuro received a notice from Ninntendo and/or Game Freak to stop doing Eeveeloution comic, so Kuro had to start from scratch with entirely distinct character designs from their Eeveeloution counterparts. However, Kuro said in one of this comic's pages that Eeveloution is back on.

Somebody else probably knows more than I do, so they are free to correct my answer.

Mostly correct. To my understanding, Kuroo was told to stop the Eeveelutions comic as they were profitting off of it via patreon, which made Nintendo mad. So, now that this has taken its place, Kuroo has decided to continue the Eeveelutions comic whenever they want to, no longer profitting off of it. This should be enough to get Nintendo's lawyers off their back.
