Aside of that not looking like any police uniform I have seen in Germany, must be one of those "speed tourists" coming to Germany for the no-speed-limit autobahn.

Actually, it is often they demand you to leave the car after speeding in Germany - unless it is a general trafic control they ask you to leave the car in almost all cases!

its either italy or some other rich eu country that just plainly show off their riches in police cars (dubai has bugattis and lamborghinis as police cars)

Speed limit? What speed limit? In Germany there is no speed limit. The only limit is your vehicles top speed. Buy a 350kph car, drive it 350kph. There are numerous reasons why the Polizei would pull you over, but speeding isn't one.
