Technically, we don't know yet if he's the human-turned-Pokemon... at this rate, assuming there is one, it could be the Vaporeon :-]

The Vaporeon being his partner is pretty out of left field, however. That would mean they are both old 'mons, and Vaporeon acting like a schoolyard bully should make no more sense than Pops doing so. Even if they have some enmity between them.

Grazie, and yeah kinda immature of vaporeon, but can't just be coincidence right?

I think this Vaporeon must be the current time Vaporeon's father. The Vaporeon is resenting about Pops because he probably have died on Pops hands and are blaming him for that.
