For a "normal" creepy comment – yeah, I would agree with you.
Usually, several warnings are given, and a permaban is issued only if nothing else helps.

But their comment had implications of real-life bestiality, and we don't want to take any chances with that sort of thing.

That's because the Vaporeon meme, as annoying is it is, jokes about the compatibility of a human to a fictional creature that doesn't exist. The "meme" posted above has implications of having actual sex with real life animals. Despite the site being full of art/media depicting character having sex with animals...at the end if the day, it's still just art and not real life bestiality. The site has a strong no tolerance policy to real life bestiality and any comments that even remotely imply/promote real life bestiality, even as a "meme" are still taken seriously and can result in an instant account ban.

Also, art depicting cubs doesn't automatically imply the rape of minors. Yes, some of it does involve rapey themes, but a lot doesn't. Similar to what I said in the paragraph above, at the end of the day, it is simply art of fictional characters that often follow their own "rules" that don't always follow real world rules. Yes, in real life, sex with a minor is in most cases is automatically considered rape with no exceptions. But here where artists have the freedom to create what ever "rules" for their fictional characters to follow, "real world rules" don't often apply.

When it boils down to it, if you're going to start holding fictional characters to real world standards, you're gonna have a bad time here. Same goes for making seemingly harmless "jokes" that could be taken for real life implications.
