Yes/sort of. Not all trans men want all the bits. Many don't mind keeping their original genitals and are happy with just having a masculine bodyshape or simply being viewed as a man. Some get the full deal, some choose to get a dick (balls optional), but keep their vagina. It's up to the individual.

Based on other art of this character he's had surgery to flatten his chest, and he's taking male hormones (testosterone). Testosterone usually deepens the voice, grows the clitoris to be more phallic, improves muscle development, changes the sex drive, halts/slows the menstrual cycle and causes male pattern hair growth/loss and fat distribution. Basically it does a male puberty on the female body, and that's all that many trans men want.
