    Possibly capture.
    As it was with Phobos and Deimos, the moons of Mars.
    Both with different sizes, distances and orbits in relation to Mars.

    Another option would be with a body of equivalent size and masses colliding with each other, with part of the mass of the second celestial body added to the first and the remnants expelled into the orbits they occupy today.

    But I bet more on capture theory as the most viable.

    If that's the case then what would its purpose be? A platform to explore further into space? It would tough to do much of anything else in almost zero gravity and in a very hostile environment. And does this artificial moon spin on its own axis like earth thereby creating gravity? Is there an atmosphere that's breathable and can support life? Interesting thoughts!

    (not trying to be a butthole) If it was a full celestial body (entire moon), it would have it's own gravity, whether it span or not.
    You're probably thinking of the "von Braun wheel" or rotating wheel space station (featured in The Martian & 2001: A Space Odyssey) which creates artificial gravity by spinning on it's axis. Pretty cool stuff

    Regardless, I don't think piporete will feature too much Sci-Fi (unless you count furries as science fiction), but the shape of those cars in the first panel has piqued my interest ๐Ÿค”
