MemberWell, thinking on Arceus as a hikkikomori (a geek that never gets out of it's room) that suddendly awakened/decided to re-appear in the recent pokemon story (from the present to up a couple hundred years, where the Legends Arceus happens). And yeah, he/she/whatever is the creator of everything, but actually Arceus just created everything and vanished out of space and time (literally) having almost no time to know how this new life works on long-term spans of time (you know, decades or generations), so probably thats why.
If I skipped something, this is the saying of a person who only have seen pokemon lore in a few games and mostly of recopilatory videos of lore in Youtube, so that's why.
