"Hlareon" might be a play on "hilarious" and "Flareon". Notice the fireball icons in the background. A common joke on /v/ is that Flareon has "no moves".

He's missing from the roster because he was defeated and this is a MegaMan selection screen parody, so his bust is gone.

Choose? You mean there are choices other than Umbreon? Who wouldn't want to have Toxic, Mean Look, Spikes, and Moonlight built into one pokemon with some of the highest defenses in the game.

"Hlareon" is probably not a joke given that "f*" and "h*" are essentially treated as the same in the Japanese syllabary. (fu/hu → フ)
