    Because GIF files are bad.
    In modern era where majority of animated images are much more complex, larger resolution and usually memes, you are talking about massive undertaking with how to host such vast amount of data.
    That's exactly why there has become services like giphy, tenor and gfycat, this is why instant messengers have GIF favorites and such so you can simply reuse exsisting GIFs rather than reuploading the same one. Quality decrease with memes and such is minimal, the ""GIF"" downloads super fast for the end user and services save money on hosting and bandwidth. Everyone wins and I kinda agree on these kind of systems.

    The problem is that the whole system is made with people sharing memes in mind, so when artists start posting their things as GIFs exclusively on these platforms it become a problem, because they will get handled like all the millions of meme GIFs posted daily.
