I think so. Or it could indicate the order of the panels

Seems to be the case since Kyo fell on his knees in the previous page. In the first panel we see Vega slightly bending, and in the next maybe she fully lay down on the ground to meet with him, also after that emotional shock one cannot get up so fast.
