why is this questionable? girls in a swimsuit or biki get safe ratings, the only difference is the gender. the rating-system doesnt get effected by the orientation of the character... ill change it to safe now.

I won't hate you, but it's because of the balls. Usually when males are drawn in panties, they have the penis shape or balls shape, which makes it questionable. For females, if the details of a vagina are drawn under the panties, it's questionable.

TL;DR: More often then not, you see male parts in a male's panties rather than female parts in a female's panties.
