By my experience, it doesn't matter if a city's big or small, sometimes you get help, sometimes not, it all depends on who's near you at the time. And people tend to follow each other's example; if one passes you by without helping, other bystanders are likely to do the same. If someone stops to help, there's a good chance that you'll end up with more helpers than you actually need.
