It's a typical artistic technique, nothing too major here, unless you really think it's weirder than talking animals. With al lthat hair, at least one needs to be showing to as least give SOME sense of emotion and what the character is looking at. Unless they're being all emo and dramatic, of course. Then covered eyes = anger/depression/some other melodrama.

Personally, I like when an artist can have the hair covering the eyes, and have the expression told with the mouth. Every little twitch of the mouth can be very expressive.
