    If you breed a eevee from the american english version of the game with a eevee from the japanese version it has a 5 times higher chance

    This applies to any language difference. Additionally you get more eggs from breeding different species of pokemon (other than ditto) and from the pokemon having different trainers.

    It actually does ... but only in the G2 games. Gold, Silver, Crystal. 1/64 chance. Per 'mon, that's higher than any other option, though in practice it's probably slower than the radar method for example.
    I think that might still be relevant since there's a way to transfer through Virtual Console.

    Kind of a moot point since you can't get Sylveon in the G2 games without modding, but still--
