Gardevoir is a Psychic type Pokémon, the glow around her head and the different color of the text/bubbles are supposed to indicate she's communicating telepathically and saying it directly into his mind.

She's a very... aggro kind of tsundere.
Read back through the rest of the comic, this guy's absolutely shameless behavior despite her constant threatening shows he knows she's absolutely just blowing a bunch of tsundere-smoke.

There’s tsundere attitude, and then there’s flat out abuse.

Threatening to sacrifice someone to Pokemon Satan is abusive, I would say.
