No, loli is a body type. Characters who aren't even given an age can still be loli if they have the body type.

That's one of the tricky things with giving ages to nsfw characters at all, that's why I don't see a point usually, it sometimes seems very silly.

I think the tag is just fine where it is, by all accounts it's accurate to her body type. And if people want to whine, they can head on back to Twitter, this is a place for sharing & enjoying quality fetish art between enjoyers. Be triggered elsewhere.
