I always saw him as just a crossdresser, he definitely gets enjoyment out of it. And it's more than just enjoyment out of screwing with people.

I love this head canon. In fact bugs was one of my first awakenings as a trans woman.

The actual canon though is a bit more fun. Bugs is basically non binary. He was written to be like a sort of trickster god. Like a Kitsune or Loki.
