A smaller version of this (850x637) was on e621 here, posted on 2011-09-17.
Somebody posted it to Gelbooru on 2011-09-04. I don't know how Gelbooru worked back then, but today, it comes up with an image scaled down to 850x637, with a "click to expand" link that gets you this 1152x864 image.
The original e621 post had a source of https://sadomina.zetsuai.at/index.html added later in 2011. If you go to the URL on the bottom left corner of the picture, it redirects you to that site.
That site has scans of a bunch of Japanese media, including art books, phone cards, and trading cards. This image is probably on there somewhere, but you'd have to visit every page until you found it; the various image-search sites don't seem to have indexed that site. However, when you do find it, it should tell you who the artist is.
Update, 2022-10-08:
I ran the image through some more reverse searches and found where it was originally posted, on the site linked in the image. The poster/site operator said that most of the images on that page were from "Zettaireido", which is apparently an adult gay manga published in at least 29 volumes, from 1998 to at least 2002. (I'm pretty sure it didn't come from the "Zettai Reido" TV series in Japan, on Fuji TV in 2010 and 2011.)
The artist is listed at the source as just the single name "Kaen". Googling around shows that (apparently) the same artist contributed to other adult manga series.
The source links only work as http, not https. Since e621 currently auto-forces them to https, the protocol has been removed altogether. Manually add http:// to them to get them to work.
