I read once of London's (I think) try with solar-powered parking meters. An influential Englishman had visited Cairo (if I'm not mistaken) and been extremely impressed by the parking meters being used there. Upon returning home, he successfully campaigned to have similar meters installed in various London locations. It was not a big success as he had failed to take into account the difference in climates. Cairo has mostly sunny weather, but London is frequently cloudy, rainy, foggy, and not very sunshiny.

Maybe if they had put electric lamps beside each meter, it would have worked better. Assuming the goal was to make the meters more energy efficient.
