The reason starters have an 8:1 gender ratio is because it's incredibly rare in the wild, and their populations are directly correlated to female numbers. Your logic doesn't sound when Primarina and Delphox are inspired by mermaids and witches.

What I meant was that applying in-game logic to fanart seems silly. 'Correcting' someone because "muh gender ratios" is also kinda silly to me. I'm pretty sure starter gender ratios are only like that anyway to (unsuccessfully) make it harder for a player to breed more.

Another possibility is that the mask has pockets, and the ears slip in to hold it on. Since there's no straps, nor does it go around the whole head.

If you watch meowscarada from behind you can see it's very small ears, so the mask is pretty much on by itself with no strings or straps
