And though the crystals shrunk only imperceptive, year after year, they did eventually begin to run out. By then her natural dragon magic had been entirely replaced by the substance made from souls, and she desperately needed more".

    Wisps are a fragment of the Mothers soul so she is also technically Nora's daughter too, at least part of her.
    Now if you consider the splitting of her soul some weird form of reproduction then yes Granny Nora.

    one random question, i have heard on one of the discords that tom said nora is the first dragon, not only the oldest one alive, it is true?

    Yes I believe her own bio states she's the oldest dragon
