255 is the max for a given stat, so there is no 'at least.' On the other hand, given that he has a charizard at the first gym, it's reasonable to assume he has 252 speed ev's and knows his shit.

That charizard is FREAKING HUGE! In my old G/S/C pokedex, it says Charizards are around 5' 7". I'm not trying to be the "has to be accurate" guy, I'm just shocked by how gigantic that Charizard is!

Maybe it's his mum's
