That has now been corrected, and Twilight is once again beating Judy by 3000 posts.

Yeah, that is very likely. I would even say inevitable.
twilight_sparkle_(mlp) had 869 new posts, and judy_hopps had 1219 posts this year – Twilight is falling behind by about 30%.
Compared to 2362 vs 2950 posts respectively last year – Twilight was falling behind by about 20%.

Of course, this year is not even half way though yet, and Twilight can still close the gap.
Derpibooru has had 8637 images of Twilight uploaded in 2023 so far.
A lot of those are not suitable for e6 - being memes, screencaps, human-only, etc. But a dedicated uploader can still pull quite a lot of material from there.

Either way, while the end may be coming, we aren't there yet.
I would wager that it would take a few years - or the release of Zootopia 2 - for Judy to catch up.
