MemberContrary to popular belief, evolution stage is NOT an indication of age. Charmander doesn't evolve into Charmeleon until Level 16. Levels are gained via battle experience. The older brother might just not have battled as much as the younger brother, or perhaps the older brother just chose not to evolve.
