That's actually an interesting question. If the change is caused by the moon being present, would the change occur during the day?

The baseline premise for werewolves is just simply: "Full Moon = Transformation" ToD, would have nothing to do with it.

Sure but usually these days people write it in that way that any kind of moonlight can trigger transformation and sometimes it correlates to the power or level of transformation of the werewolf.
