So its either a belly button, a bullet would, or a second anus. Kay so problems there. If it is a belly button, this artist is smoking too much dope. If its a bullet wound, im pretty sure the fur would grow back and cover it, but even then the artist should have, and I mean REALLY should have figured that the scar would look like an anus. And if it is an another anus, my god someones got a sick desire.

Depending on how deep the scar is/how big it is, hair will not grow back. In general hair growing back over scars is not too common.
