    As far as I know, the Pokemon series has never needed to explain legendary or mythical Pokemon breeding because there's canonically only one per world, or save file, or whatever. Never has there been a rule where "oh if there's a female pokemon there must also be a male version", judging by 100% female/male lines, especially for legendaries. Most legendaries can't breed anyway, a lot of them don't have a sex set for that. The only exception I can think of is Manaphy, which lays Phione eggs. But yeah, besides the fact that it's simply Rule 63 art and you're reading into this too hard, Ogrepon and 99% of other legendaries have no thought put in by the Pokemon Company for breeding.

    There are already quite a few species which are male only or female only. It's also very well established that pokemon can successfully breed with other closely related (i.e. in the same egg group) species - they do not need to be the actual same species - so there's no logical contradiction in a female-only species (male-only does raise some questions, but that's not relevant to this particular discussion).
    There is also the possibility that Ogerpon is unique in the first place, and that perhaps it was originally a normal female of a different species of pokemon, and somehow transformed or mutated into its current state, thus becoming one of a kind (like how Diancie is a special kind of Carbink).

    Then what species could ogerpon be from? it'd have to be an undiscovered since no other pokemon looks like orange elmo in a jeinbei

    There's multiple of most legendaries, like the 2 mewtwo, like at least 5 of the kanto birds, many copies of the johto dogs living in different regions, entei literally get born every time a volcano erupts, male and female cosmogs evolve into different legendaries, there's infinite phione, also Arceus gives birth in an event in hgss
