kinda have to agree, though that would add at least a few years onto the development for each pokemon's own personality(which would include a 8ackstory, at least to get as reasoning 8ehind why each pokemon acts/holds themselves in a certain way like this, to give a 8etter imitation of emotion.)
unless the company seriously considered using fan-made persona's of each pokemon.
In the end,they won't consider that, 8ecause they couldn't make money off of the stories 8ehind each pokemon, (without tediously going through and buying rights from people) For instance, the legendary pokemon movies(mewtwo,etc.),that one where they focused on lucario,etc.

Pokemon can deliver kicks, punches and any other basic movement without learning them. Advanced moves would be "unlocked" by teaching you (the player, controlling the pokemon) the combo for it (like → → LP, → ↘ ↓ HK or ↬ ↭ ↯ LP+MP+HK*) and adding it to a movelist help (for future reference) while not working at all before "learning" and thus removing the "pokemon can only learn 6 moves" limit, giving you a more varied moveset. And make training actually work (flex those thumbs!!). Or do it like Smash Bros.

However, that's my opinion, which should be taken just for discussion purposes.
