Technacally that's very far and away from being a reasonable excuse. It's usually a great idea for the uploader to add as many tags as they can prior to posting instead of relying on everyone else to post 95 percent of the tags for them.
If the author doesn't personally specify, flat-chested characters like this with no visible genitalia should always be tagged ambiguous. Exclusion by assumption is bad.

Just checked, the post on Fur Affinity did specify she's a female in the keywords section.

Literally everyone denied or joked that she's not a cat. We are still tagging Hello Kitty as a cat because she has the appearance of a cat.

MemberI have changed the tag to ambiguous_gender, because male genitalia is not visible, and it could be a flat chested female.
