I see no genitals at all here and thus unless there's gender differences on Mudkip that I forgot about I have to remove the 'gay' tag, add 'ambiguous_gender' and change the rating to Questionable. I think.

Then you'd also have to remove the 'anal', 'ambiguous gender', 'anal penetration', 'from behind', 'penetration' and 'sex' tags as well. In the games, the partner is always male, so I believe it is safe to assume that it is male-on-male.

You can also see the continuation here (https://e621.net/post/show/52898/anal-anal_penetration-chimchar-doggy_position-from) where they change positions and clearly show they're both male.

Partner is not always male. Trust me, I had a female Chikorita partner.
Also, while it's an old comment, lore is irrelevant. We tag only what we see in this exact image, which shows no gender
