I don't understand why it would be gay. If the tail is acting on free will and only has a face (eyes, mouth ect) it does not have any genitals, so I don't think it comes under any gender. Tricky question to answer.

However, the tail dose have one thing that can determine gender. If it can be assumed that the tail shares the same genetic code as the host body, then it can be considered to be gay. On account that they both would have an X and a Y chromosome.

The pokedex has always said the tail had its own mind seperate of the front, however I am pretty sure the body is shared bit like a conjoint twin so the tail would most likely feel everything same way.
