im guessing it wanted a threesome and vaporeon and glaceon didnt want to so it used confuse ray on them? i doubt its hypnosis since it would put them to sleep.

Umbreon used confuse ray on his brothers resulting in this. It's in a series of similar images (post #435466, http://www.pixiv.net/member_illust.php?mode=medium&illust_id=47377984). At the beginning of the series he just confused them for the heck of it, but now he's doing it intentionally

They're not chains, Glaceon must have blown ice onto Umbreon's paws to make them stay in place on the shore. Probably did that during his Confused status.

That Umbreon looks like she’s waiting for them to finish
