Well, that's a bit on the pointless side of things, isn't it? Animation is supposed to be... well, animated. This just kind of looks like it would if you were brushing your teeth with an electric toothbrush while viewing the original picture.

This isn't a standard animation, it's supposed to create an illusion of depth to the image in addition to a little bit of motion.

Regardless of what it is it sucks

Maybe if you made it more realistic of a movement it could work. Otehrwise it just looks like someone used the transformation tool to stretch parts of the image to look like animation.
