Evolution wise it is due to our warm blood and bad insulation, lets say. Out balls are on the outside so they dont overheat and kill all the little soldiers inside. Thats why coldblooded creatures have slits. I don't like it anymore than you do though.

I think us as humans having internal genitals would suck. I mean reptiles other cold blooded creatures get away with it because they are cold blooded, there is no risk of "over heating". Humans however are warm blooded which is why our genitals (one of the warmest parts of the body) are on the outside. Still it's nice to dream...
