    Flaps can't point any direction but down, and they're too close the the aircraft's center of gravity to change the pitch anyway.

    Flaps are designed to make the surface area and volume of the wing higher, providing additional lift and control at low speeds. At higher speeds, they fold back up, effectively "shrinking" the wings for reduced drag.

    Here's an example of a plane taking off with the flaps down.
